NOIDA NEWS- UPCOMING METRO PLAN 2021 FOR NOIDA( NDMC). Direct metro will boost Noida-Greater Noida’s realty profile




The development authorities of Noida and Greater Noida have provided immense relief to lakhs of homebuyers who booked their dream homes there with a new plan to have a direct Metro link between the twin cities.
The present announcement would make Noida-Greater Noida a hot destination for real estatedevelopment. The plan envisages direct Metro connectivity with Noida Extension, Greater Noida, Ghaziabad and South Delhi.
Work has begun on this project which has a total length of 50km and is estimated to cost Rs 12,000 crore.
With this the much awaited 35km-long Metro line will directly connect Noida City Centre in Sector 32 with Greater Noida. This route will be built on a public-private partnership (PPP) model at a cost of around Rs 7,500 crore. The Noida-Greater Noida Metro track via the Expressway will be built independently of the Delhi Metro Rail Corporation's (DMRC) projects in the area. With more than 1.5 lakh houses estimated to come up in this area in the next one-two years, the Metro is expected to cover most of them when it is extended.
Several sectors in Noida-Greater Noida Expressway, the forthcoming Noida Extension , Noida's Sectors 71, 72, 78, 62, etc, are yet to be covered. A proposal for a PPP project to link these areas has been sent for approval to the state government. The service is expected to cover around 50km.
To provide direct connectivity with the existing line at Sector 32, the Metro will be extended up to Noida Extension via Sector 72. The 7km-long stretch will cost around Rs 1,400 crore; the Noida and Greater Noida authorities will raise Rs 1,100 crore, depending on the territory falling under their jurisdiction. At least two stations are proposed to be built on this line. The City Centre Metro station, which is proposed to link Sector 62, would branch out at Sector 71 to take the line till Noida Extension.
Recently, the Noida authority also approved detailed project reports (DPR) for the extension of the existing DMRC services. A 3.9km line between Kalindi Kunj and Botanical Garden in Noida will be constructed at a cost of Rs 845 crore. The Noida Authority will pay Rs 492 crore. Another extension will also be made on the line from Sector 32 to Sector 62 at a cost of Rs 1,816 crore. This will be 6.6km long.
The authority has sent both these proposals to the Uttar Pradesh government for approval. The sanction for the Botanical Garden-Kalindi Kunj line is expected to come early.
Once the Botanical Garden-Kalindi Kunj line gets the nod from the state government , the Noida Authority would sign a MoU with the DMRC and work could start within three months. Out of Rs 845 crore that the project would cost, the Noida authority is expected to shell out Rs 500 crore.
Sanjeev Saran, the chief executive officer of the Noida Authority, says: "While we recognize the importance of connectivity between the Noida and Greater Noida areas , the project cost was forbidding; so, we are looking at the PPP model. Project tenders will be floated in the next four to six months and construction will begin by end of this year."
Apart from these, the development authority has put the proposals for the widening of two bridges over the Shahdara drain near Film City and before the Okhla Barrage on fast track. The Noida authority also approved for a centralized emergency helpline number that will cater to police, medical and fire emergencies.
Rama Raman, the chief executive officer of Greater Noida Industrial Authority (GNIDA) says: "The traffic between Noida and Greater Noida is increasing exponentially and this Metro link project between the twin cities will considerably ease that problem."
Anil Sharma, the chairman and managing director of Amrapali Group, says: "The new Metro alignment plan will give those living in Noida Extension a reason to cheer. So far, the City Centre was the last Metro station on the Noida line. This line, which is expected to be in place in the next two-three years, will make Noida Extension an attractive destination for residential realty as it would provide a seamless travel to Delhi."
Rakesh Yadav, the managing director of Antriksh Group, says: "Noida's real estate got an immense boost once the Metro connectivity was in place. With the entry of the Metro, people have even started investing in places which were seen as far off a few years ago. Much like the Noida-Greater Noida Expressway, the Metro has added teeth to real estate here. Another factor that has worked for Noida is the quality of infrastructural developments here."
Ashwani Prakash, the executive director of Paramount Group, says: "The importance of any residential area around Delhi depends on its connectivity to Delhi and the travel time from that area to Delhi. The decision by Noida-Greater Noida authorities for the extension of the Metro network will improve connectivity and reduce the travel time to Delhi, which in turn will boost the market prospect of this region."
R K Arora, the chairman and managing director of Supertech Limited, says: "Connectivity has become one of the prime factors for people while investing in any property . The new Metro links will benefit lakhs of people residing and commuting in the region. This will also help in clearing any uncertainty or doubts in the minds of numerous homebuyers and investors who were counting upon this decision, which to them means secure investment. Also, the positive developments in Noida Extension will boost the realty sector here."
Anuj Chaudhary, the director of Panchsheel Buildtech, says: "This new Metro linkage will bring back the confidence of investors and end users in this region. It's now a win-win situation for builders and customers. The work is expected to resume soon and it will attract more investments in the region with a credible promise of good returns."

Noida Master Plan 2031 draft has been finally approved by the Noida Authority on March 29, 2011. This was done keeping in view the fast-changing developmental activities and aimed at attracting and encourage private investment into the city. The earlier Noida Master Plan 2021 was inadequate for this purpose.
Noida Master Plan 2031 was made after a new satellite image was procured and digitized and the necessary spadework was done for the draft master plan, which was prepared with the help of the NCR Planning Board.
With a few changes like the proposal for the Faridabad-Noida-Ghaziabad Expressway (FNG Road) through Sectors 150-152 and the residential areas proposed for allotment of plots to farmers, the Noida authority has implemented this new master plan.
The main features of the plan include the design concept, proposals regarding the integrated physical development of Noida up to Year 2031, and sub-divisional and zoning regulations.
The new master plan promotes public investment expenditure and employment-generating activities like small-scale industrial work opportunities, offices spaces, institutions, residential and commercial centres, IT parks, etc, to achieve integrated development of Noida and its environs.
The New Okhla Industrial Development Authority (NOIDA) was constituted under the UP Industrial Development Act of 1976, to ensure planned development of the area for industrial and allied uses.
Within the framework of the NCR Plan, Noida was given the status of a Delhi Metropolitan Area (DMA) town with an assigned population of 5.50 lakh by Year 2001. The NCR Planning Board had revised the regional plan in 2005 for the perspective year of 2021. A new regional plan for the NCR 2021 projected the population of Noida at 12 lakh and accorded it a status of Central NCR town.
Rama Raman, the CEO of Greater Noida Industrial Development Authority (GNIDA), says: “The development of Greater Noida and Yamuna Expressway Industrial area townships on a contiguous territory east of the river Hindon are likely to have far-reaching implications for the growth potential of Noida.”

This territory had become a hot bed of speculative activity in the 80s, when the development of Noida had begun to take shape. The speculators had intensified their activity in the area since they perceived that the area had a high developmental potential in view of its close proximity to Delhi, Noida, Ghaziabad, Faridabad and Gurgaon. The government of Uttar Pradesh, with a view to curb haphazard developmental activities in this high-potential area, decided to acquire about 70,000 hectares of land for planned urban development. For this purpose, the state government created the Greater Noida Industrial Development Authority (GNIDA) and later got a master plan prepared for the development of a new city, namely, Greater Noida for a population of three lakh to be achieved by the year 2001.
Greater Noida is also projected to have a population of 12 lakh by 2021. This city is also bound to expand in size with time, and being located in close proximity to Noida, will influence the development of the city.
Revision of the master plan
The UP government notified the entire area between river Hindon and Yamuna under Noida, covering nearly 20,316 hectare and 81 villages. In view of this decision, it was decided by the Noida authority to revise and amend the earlier master plan of Noida.
The task of revising the master plan was entrusted to a consultancy team of the School of Planning and Architecture, New Delhi. While the revised plan was being prepared, it was felt that since a Noida-Greater Noida Expressway to link Noida with Greater Noida was proposed to be constructed, unplanned development, especially commercial, was likely to occur along the length of the expressway in the absence of a plan to control such development. Since the expressway traverses the entire notified area of Noida, it was decided to get a master plan prepared for the total area under the jurisdiction of the Noida authority.
Accordingly, the Master Plan of Noida for Year 2021 was prepared which was approved by the UP government in 2006. It was sent to the NCR Planning Board, which suggested a raise of the town density from the proposed 80 people per hectare to 150-200 people per hectare as per the policy of the NCR Regional Plan 2021.
Population Graph -
Noida is one of the fastest growing urban centres in India. Its growth during the last two decades also indicates that population projections cannot be made by any normal mathematical method.
Noida Master Plan 2021 projected 12 lakh as the population for 2021 on the basis of the NCR Regional Plan 2021. However, the primary census enumeration of 2010 shows that Noida’s population has already crossed 10 lakh in 2010. The population projection is made for the purpose of planning and allocating land for residential purposes, but this exponential growth has made population projections meaningless. The physical development of the whole of Noida may be completed by 2021, and almost the entire residential area would have been inhabited by 2031, by which time the population is estimated to touch 25 lakh.
In the view of city’s geographical and environmental conditions, it would not be feasible to have very high concentration of population in Noida. It is therefore proposed to keep population density in the already developed residential sectors below 500 people per hectare. Noida has planned a few sectors exclusively for group housing with high density of population and highrise buildings. In these sectors, about 400 hectares has been allotted for group-housing schemes with a density of population at the plot or scheme level as high as 1,650 people per hectare. This was a conscious decision of the Noida authority to make the best possible and viable use of the remaining residential land and to meet the increased demand for affordable housing in the NCR.
The sectors are proposed to be divided into two categories of population density; one above 500 people per hectare like Sectors 75, 74, 117, 118, 76, 77, 116, 115, 113, 112, 78, 107, 45, 168, 93B, 86, 143, 144, 151, 162, and 158, while the other below 500 people per hectare applicable to all the other residential sectors.
Large-size green areas in the form of public parks and playgrounds have been planned in most of these sectors where highdensity population is proposed. The development of infrastructure facilities and services would also be planned to accommodate the high density of population. Green buffers and supportive facilities will help in containing any adverse effect of the proposed high population density. The overall population density of the urban area is proposed to be 164 people per hectare (pph), which is well within the 150-200 pph category suggested for metro cities in the NCR in Regional Plan 2021, and also comparable with other towns.
Land use distribution -
The proposed land-use distribution for Year 2031 follows a distinct hierarchical order. The total proposed urbanizable area of about 15,280 hectares has been divided into sectors and facilities have been distributed across all the areas of the town.
It is expected that by 2031, when the population is projected to reach 25 lakh, the overall density of the town will be about 164 people per hectare, which is well within the general density standards envisaged in the NCR Master Plan 2021.

After a recent survey revealed the city will have a population of over 25 lakh residents by 2031, the Noida Authority has begun drafting 2031 Masterplan. Noida is expected to be the largest satellite town of Delhi in the NCR in the coming years.
As part of the development aimed at 2031 infrastructure development, the Noida Authority has decided to prepare blueprints of new water treatment plants, sewage treatment plants, green belts and connecting roads. The authority will also develop a new residential sectors to control the spiraling property prices in the city.
Noida Authority CEO Mohinder Singh said the decision was taken keeping in mind the needs of the next two decades. "We have studied the problems being faced by other satellite towns like Gurgaon."
"We will soon start the bidding process to augment water and sewage facilities," he stated.
"The population of Noida was projected to be 5 lakh when its first Masterplan was formulated on 2001. It rose to 10 lakh in 2010, which is more than two lakh above the projected figure. We don't want to take any chances and are preparing for a major expansion," he added.
Skywalks to link malls, markets in Noida Sector 18
In a relief to those visiting the shopping hub of Noida Sector 18, the Noida Authority has developed a plan to construct skywalks and link all major malls and markets spread over an area of five sq km. Noida authority CEO Mohinder Singh said "We will call for bids and hopefully begin construction in a few months.
